S-video to Tv = Colour…. S-video to PC = Black and white?

Right, I managed get my RCA xbox 360 to S-video, and connect it to my S-video Input TV and done, see 360 in colour and looks ace..
So I did same to PC, image is ace but in Black and White.. I have a PCI tv tuner with S-video input, and a USB Wintv with S-video.. Tried different programs i.e. windows movie maker, movie classic, and Quick TV, and both Tv inputs to my PC = black and white.. I have messed with NTSC, Pal, Secam.. A,B,C,D,E,F.. all still = black and white.. I first though it was my cables, making it black and white, but if it was, then TV would be, But its not, TV is colour, only PC is black and white.. Could this be something with my graphics card? don't see how because i am not using it as an Input.. please help me..
There are two separate problems: a) output of PCs video out and b) Capturing video
In a). TRY PAL and only the window display (disconnect any other inputs). Is that working? If not, it is a video card issue.
In b) Display on the PCs monitor, via VGA. Input video using s-video. Is the input displayed in color?If yes, then input capture is OK. If not, test your source. Does it display in color on the TV directly? Make sure it is NOT copy protected.
