best pc to tv video cable?

I want to buy an S-video cable to connect my computer to my television so I can watch videos and movies from my computer on my tv. Basically, I would like to know what the best cable to buy is for not only picture, but for surfing the web on my tv via my computer as well. I saw a great cable at Amazon (Cables To Go - 27992 - 12ft Value Series S-Video + Audio to 3 RCA Cable (Black)), but the reviews say the video quality is good, but it is not a good cable for surfing the web.
I have a 20 inch Zenith television and a desktop emachines computer, model # T3998 if that makes any difference. Any help would be greatly appreciated, thank you.
An S-video cable should be sufficient enough for connecting to an external display. You may have to play around with your resolution settings to get the best results though. Remember to set refresh rate to 60hz.
