I have been debating buying satellite internet?

There is no dsl or cable in my area. I have heard that there is something call fair access policy "FAP" that limits your bandwith with satellite service. Since I download alot of music and watch tv and videos online, is it possible to go over these limits? if so which has the best option as far as this limit. I have been told that i should go through a cell phone type hookup through my pc since ironicaly I have great cell phone service were i live. Do the cell phones have a simular FAP clause or extra charge on bandwith. I heard AT&T and Sprint doesnt, but verizon will bill you. By the way how fast is this cell phone card type service.
