Is there a way to connect pc to tv via usb?

I have a pinnacle adapter that enables to watch tv on pc but would like to watch movies from pc to tv. Is there any programming or dll's that I can use to run from usb? I have old video card that doesn't support anything but the monitor.

the only way you could do this is to purchase a cable that converts your vga output the composite or rca output.
