@MN12BIRDI got it to work in 720 but old PC wont do 1080
and when I tried playing Clive Barkers undying it would only let me play game in 800/600 thing goes black and freezes game if I try to play in 1024/768
so will hook up new PC and try a bit newer game like Halo or Doom 3
and hopefully it will do better

TV is HD right? It should do native resolution 1280×720 (720p) or 1920×1080 (1080p) as VGA is actually capable of full HD resolution even though its analog not digital. But it might be an issue with the TV. Can you hook up DVI from PC with a DVI to HDMI adapter? Oh and when talking about display settings 32-bit is referring to the color depth setting of the video card not the CPU. 32-bit color depth is the highest setting even with 64-bit CPU. But anyway it doesn’t look too bad from here.
